Does my child need SSI to get IHSS?

No. IHSS requires Medi-Cal, not SSI — there is no SSI requirement anywhere in the IHSS rules MPP §30-757. A child with a developmental disability who lives at home can qualify for Medi-Cal through institutional deeming, which ignores parental income entirely. Many families are wrongly told otherwise and give up before they apply.

The myth has an understandable origin: in California, an SSI award brings automatic Medi-Cal with it, so for many families SSI came first and Medi-Cal followed. Somewhere between the county office and the parent forums, that common sequence hardened into a fake requirement — and families denied SSI over parental income assumed IHSS was closed to them too. It is not.
