Everywhere else in California, the answer is a county. In Los Angeles it is a neighborhood — and the neighborhood boundaries are Los Angeles County health districts, an administrative map most residents have never seen and no street sign mentions.

Four of those cities are shared. SG/PRC states that portions of Pasadena, Pomona, Temple City, and Whittier fall to another regional center, because the health district boundary runs through the city. If you live in one of those four, your city name is not the answer — your address is.

Two neighbors matter most here. Pasadena is a health district of its own, and Frank D. Lanterman Regional Center covers it — so a Pasadena family may belong to either center depending on the block. Whittier is likewise a health district covered by Eastern Los Angeles Regional Center. If your street sits near one of those seams, do not guess.

  3. Call SG/PRC and read them your street address before anything else. If it is not their area, they will tell you which center is — and that call takes five minutes, versus the six weeks an intake at the wrong center can cost.

How does intake start here?

Call the main line and say plainly: “I’d like to request an intake and assessment for my child for Regional Center eligibility.” Say your child’s age first — under 3 routes to Early Start on a faster clock, 3 and older to standard Lanterman intake. SG/PRC operates from a headquarters in Pomona. If you are on the Altadena or Sierra Madre end of the territory, that is a real drive across the valley — ask on the first call whether the intake interview can be done by phone or video, and whether any meetings happen closer to you.

What to have ready. Not a perfect folder — what exists:

  • Pediatrician notes, referrals, developmental screening results
  • Any evaluation: speech, occupational therapy, psychological, hearing
  • Preschool or school records, an IEP or IFSP if there is one
  • Your own written description of a hard day — specific, unflattering, honest

A diagnosis helps but is not required to start. The center funds its own assessments at no cost to you.

What clocks are running?

15 working days from your request to initial intake WIC §4642. 120 days from intake to a completed assessment — 60 days where delay would risk your child’s health, safety, or development WIC §4643. Under 3: 45 days from referral for the Early Start evaluation and assessment 17 CCR §52086. Then 60 days from the completed assessment to the written plan WIC §4646.

These are identical at all 21 centers. What is local is who picks up, where you drive, and which providers have openings nearby. Your child’s rights do not shrink because a boundary line put you in one center rather than another.

Eligibility at 3 and older means a developmental disability that began before 18 and amounts to a “substantial disability” — significant functional limits in 3 or more of 7 life areas WIC §4512. Under age 5, a child can also be found provisionally eligible on limits in at least 2 of those areas WIC §4512. Ask about that by name if your preschooler is told they are close but not quite.

Learning that your county has seven regional centers, and that you might be on the wrong side of a health district line you have never heard of, is a genuinely absurd thing to discover at 11pm. It is not your failure to understand. It is an administrative map from another era, and the fix is one phone call with your address in front of you.

What if SG/PRC says no?

A denial — of eligibility, or of a specific service — has to arrive as a written Notice of Action. An informal no on the phone is not a decision and starts no clock. Ask for it in writing, every time. From the written notice you have 60 days to request a hearing WIC §4710.5; check the dates printed on your own notice.
