South Central Los Angeles Regional Center (SCLARC) serves the Compton, San Antonio, South, Southeast, and Southwest health districts of Los Angeles County, under the Lanterman Act WIC §4500, free at any family income. In plain geography, that is South Los Angeles, Watts, Leimert Park, Florence/Firestone, West Adams and the cities of Bell, Bell Gardens, Compton, Cudahy, Downey, Gardena, Huntington Park, Lynwood, Maywood, Paramount, South Gate, and Vernon. SCLARC takes applications through an online intake form as well as by phone.

Is SCLARC my regional center?

In most of California, one county means one regional center. Los Angeles County is the exception: seven centers split it, and they split it along health district boundaries — an administrative map, not city limits and not school district lines.

That is why “I live in Los Angeles” does not answer the question. The City of Los Angeles is carved up among several centers. What decides your case is which health district your street address falls in.

SCLARC covers five of them: Compton, San Antonio, South, Southeast, and Southwest. If you live in Watts, Leimert Park, Florence/Firestone, West Adams, or the southeast cities listed above, that is SCLARC’s territory.

Where it gets close, check carefully:

  • Gardena sits near Harbor Regional Center’s Torrance health district.
  • Downey and Paramount sit near Harbor’s Bellflower health district.
  • North and west of the Southwest district, you cross into Westside and Frank D. Lanterman territory.

How does intake start here?

SCLARC’s front door is an online application form — you can complete it at any hour, which matters if you cannot take a call between 8 and 5. You can also call the main line and ask for intake and assessment. Say your child’s age first: under 3 routes to Early Start and a faster clock, 3 and older to standard Lanterman intake.

Whichever door you use, do one thing before you close the tab: write down the date. That date is when the legal clocks below start running, and it is the fact you will need most in three months.

SCLARC runs two offices — one on South Western Avenue in Los Angeles and one on Garfield Avenue in South Gate. If the southeast cities are your side of the territory, ask whether your meetings can happen at South Gate rather than crossing the county at rush hour.

What to have ready, without waiting for a perfect folder:

  • Pediatrician notes, referrals, developmental screening results
  • Any evaluation — speech, occupational therapy, psychological, hearing
  • Preschool or school records, an IEP or IFSP if there is one
  • Your own written description of a hard day: what your child cannot do yet, how often, and what it costs the household

A diagnosis is helpful and not required to begin. SCLARC funds its own assessments at no cost to you.

What deadlines are they on?

15 working days from your request to initial intake WIC §4642. 120 days from intake to a completed assessment — 60 days where delay would risk your child’s health, safety, or development WIC §4643. Under 3: 45 days from referral for the Early Start evaluation and assessment 17 CCR §52086. Then 60 days from the completed assessment to the written plan WIC §4646.

Those clocks are the same at all 21 centers and they run from your request. If one passes, say so in writing: name the date you applied, cite WIC §4642 or WIC §4643, and ask for a decision date in reply. Nothing about that is rude. It is the deadline the law wrote for them.

Who qualifies?

At 3 and older: a developmental disability that began before age 18 and is a “substantial disability” — significant functional limits in 3 or more of 7 life areas WIC §4512. The seven are self-care, receptive and expressive language, learning, mobility, self-direction, capacity for independent living, and economic self-sufficiency. A young child is measured against what is expected at that age.

Under age 5, ask about provisional eligibility by name: it needs significant limits in at least 2 of those areas rather than 3, and it exists precisely for young children whose picture is not complete yet WIC §4512.

What if SCLARC says no?

A denial has to come as a written Notice of Action. An informal no on the phone is not a decision and starts no clock — ask for the written notice every time. From it you have 60 days to request a hearing WIC §4710.5. Check the dates printed on your own notice and calendar them the day it arrives.
